This role sits within our Parks and Recreation team and plays a key part in shaping how Central Otago’s open spaces, parks, and play opportunities are planned and delivered.

As Parks Officer (Planning and Strategy), you’ll lead policy and strategy development while driving the implementation of Council’s Play Strategy. You’ll work closely with internal teams, mana whenua, and community partners to deliver outcomes that support vibrant, connected communities.

Job Description

Key Responsibilities: 

Parks Officer - Planning & Strategy Job Description 

  • Lead development of open space strategies, plans, and policies, including reserve management plans
  • Design and deliver public consultation and engagement processes
  • Prepare reports for Council and Community Boards to support decision-making
  • Coordinate implementation of action plans arising from adopted strategies, including the Play Strategy
  • Work with internal teams, external organisations, and community groups to deliver parks and recreation outcomes
  • Build and maintain strong relationships with mana whenua, stakeholders, and the wider community
  • Monitor progress of projects and strategies, ensuring delivery against agreed priorities
     

Desired Skills and Experience

About you: 

  • A relevant tertiary qualification (parks, recreation, policy, planning, or similar)
  • Experience in strategy or policy development, ideally in parks, recreation, or open space
  • Strong report writing and communication skills
  • Ability to think strategically and deliver outcomes across multiple workstreams
  • Experience working with stakeholders and managing relationships
  • Understanding of local government processes and relevant legislation (including the Reserves Act)
  • An understanding of tikanga Māori and confidence engaging with mana whenua
  • Be proactive, organised, and self-motivated
  • Communicate clearly and professionally with a wide range of people
  • Work well as part of a team while taking ownership of your work
